Preheat oven to 425º Fahrenheit.
Add white wine and lemon juice to a small-medium baking dish; set aside.
In a small bowl, combine Panko and melted butter; set aside.
In a large bowl, combine shrimp, olive oil, garlic, red pepper flakes, and lemon zest; season with salt and pepper, to taste, and coat shrimp well with olive oil mixture.
Add shrimp in a single layer to the prepared baking dish. Scatter small pieces of butter, and sprinkle the Panko mixture over shrimp. Transfer baking dish to oven and bake until bubbly and golden brown, about 10 minutes. Broil the last 1-2 minutes of cooking time, making sure that topping does not burn.
Serve immediately, garnish with parsley, and a squeeze of fresh lemon juice (optional). Enjoy!
