Preheat the oven to 350°F. Line 2 baking sheets with a baking mat or parchment paper.
In a large bowl, combine the flour, cocoa powder, baking soda, baking powder and salt. Mix everything together and set aside.
Using a stand or hand mixer, cream together the butter, and both sugars on medium speed for 3-4 minutes, until light and fluffy. Add the egg, vanilla, and red food coloring, and mix until fully incorporated. Slowly add the dry ingredients into the wet ingredients in 2 batches and mix at a low speed until just combined.
Scoop the cookies with a small cookie scoop and roll in granulated or sanding sugar and place on the prepared pans, then refrigerate for 20 minutes (if time permits).
Bake for 11-13 minutes. Remove from oven and quickly press a Hershey's Kiss chocolate into the middle of the cookie and allow them to cool on a wire rack. Enjoy!
