Preheat oven to 400°F.
To make the sauce, combine honey, soy sauce, sweet chili sauce, rice vinegar, sesame oil, ginger, garlic, and red pepper flakes in a small bowl. Set aside until ready to use.
Season chicken with salt and black pepper, then sprinkle the cornstarch to coat.
Heat oil in a large cast iron or oven-proof skillet over medium high heat. Add chicken, skin-side down (if using chicken with skin), and sear both sides until golden brown, about 3 to 4 minutes per side. Stir in the sauce.
Transfer pan to the oven and roast until completely cooked through, reaching an internal temperature of 165°F, about 25 to 30 minutes.
Serve with white rice and garnish with sesame seeds and green onions. Enjoy!
